Usually those who are learning a trade are not as studious as they should be when they are getting paid as they learn. This makes it quite probable that they will take their time learning even more so than a person who is paying to learn out of their own pocket and desire to receive the full responsibilities of a master craftsman as well as the full pay that accompanies such mastery.
